At the meeting of 8 March 2013 held in Geneva (CHE), the World Motor Sport Council considered and validated a number of modifications to the Sporting Regulations of the FIA European Rallycross Championship, for immediate application.

With regard to the limitation of the number of engines, a return to the rule in force in 2012 was decided, namely 1 engine per driver and per event (instead of 3 for the season as was initially provided for in the 2013 regulations). Any breach of this rule limiting the use of engines to one per event will be subject to a 15-point penalty, deductible from the driver’s score in the Championship classification. The application of the limit of 3 engines per season proved difficult to enforce, as a majority of the drivers competing in the FIA European Championship also compete in events forming part of national championships or international series.

For the SuperCar category, the limitation of the number or turbos authorised per driver and per event is maintained at two. On the other hand, any breach to the rule will result in a 10-point penalty, instead of 15. This revision of the scale of penalty points is consecutive to the change in event format adopted in February by the World Motor Sport Council. Indeed, under the old format, each event could potentially offer a maximum of 42 points, as opposed to only 28 under the new format. These conditions called for an adjustment to the impact of penalties.

Lastly, it was decided that the Semi-Finals will only be run in FIA European Rallycross Championship events if there are 8 cars able to participate (a minimum of 4 cars per Semi-Final); if the Semi-Finals are not run, the 6 top-scoring drivers in the intermediate classification will progress directly to the Final.
