FIA Annual General Assembly
The FIA held its General Assembly in Paris, France, today, bringing to a close its annual series of meetings of Sport and Mobility FIA Member Clubs from around the world. The week’s activities will culminate in this evening’s FIA Prize Giving Gala at the Palace of Versailles at which the winners of the Federation’s sporting championships will be honoured.
During today’s Annual General Assembly meeting, the following decisions were taken:
FIA President and Presidential list
FIA President Jean Todt was unanimously elected for a third four-year term by the Members of the General Assembly. The positions of President of the Senate, Deputy President for Mobility, Deputy President and Vice Presidents for Sport were also adopted as part of the Presidential List:

Amendments to the FIA Statutes
Amendments have been made to the FIA Statutes as follows:
- Extension of the age limit (75 year) to all FIA bodies and to the deputies of the members of the World Councils.
- Limitation of the possibility to combine the office of Deputy President for Automobile Mobility and Tourism with the office of Vice-President for Automobile Mobility and Tourism.
- Clarification of the mode of election of the members of the FIA Audit Committee.
- Increase of the representation of women in the World Motor Sport Council.
- Withdrawal of the ability of FIA Members to use the FIA logo when suspended.
- Launch of a striking off the rolls procedure against suspended FIA Members.
- Reinforcement of the independence of the members of the Ethics Committee vis-à-vis the FIA and its Members.
- Transcription of the values of the FIA in terms of governance, transparency and democracy, including anti-corruption functions and procedures.
Judicial and Disciplinary Rules
A number of proposals were approved, including:
- A facility whereby any interested person can bring an appeal directly before the ICA (or a request with a view to being heard as a third party before the IT or the ICA) without being obliged to go through their ASN/ACN. This is only an option. The person concerned will still be able, as in the past, to ask their ASN/ACN to lodge the appeal/request formally on their behalf. However, this direct action will be admissible only on condition that, at the time of lodging the appeal/request, the person concerned provides proof that they have informed their ASN/ACN of their action beforehand. The ASN/ACN in question may then, if it so chooses, decide to present its own written and/or oral submission before the Court (or the IT).
FIA 2016 Financial Accounts
The FIA Membership unanimously approved the 2016 FIA Financial Accounts and the 2018 FIA Budget.
FIA Innovation Fund
The Assembly approved the creation of an FIA Innovation Fund. This will be created using the proceeds from the sale of the FIA’s 1% equity in Formula One. The fund will finance projects judged suitable according to the following criteria:
- Innovation
- High-impact
- Tangible output
- Strategic alignment
- Not currently funded.
One third of the fund will be distributed to successful Mobility projects, with two-thirds allocated for Sport venture. A diversified Steering Committee will be appointed to manage the fund. The Steering Committee will be comprised of: the two FIA Deputy Presidents; the seven FIA Vice-Presidents for Sport; the six FIA Vice-Presidents for Automobile Mobility and Tourism; four permanent guests (with no voting power); the FIA General Secretaries for Sport and Mobility, the Chief Administrative Officer of the FIA; the Compliance Officer of the FIA. If need be the Fund may ask for outside expertise on a case-by-case basis.
International Historical Commission
The General Assembly approved the proposal by Franz Graf zu Ortenburg, President of the International Historical Commission, of its 24-strong membership and three co-opted members.

International Tribunal and International Court of Appeal
The General Assembly approved the nomination of 19 judges to the International Tribunal and the International Court of Appeal, each proposed by the Nominations Committee for a four -year mandate commencing 1 January 2018.
Anti-Doping Disciplinary Committee
The General Assembly approved the nomination and/or re-nomination of four members to the Anti-Doping Disciplinary Committee proposed by the WMSC. The four members, who will serve from 2018-2021, are:

The 2018 FIA Annual General Assembly and Prize Giving Gala will take place on 7 December in Saint Petersburg, Russia.
L’Assemblée Générale Annuelle de la FIA, qui s’est tenue à Paris ce jour, a marqué la fin de la semaine de réunions annuelles auxquelles ont participé les Clubs Sport et Mobilité de la FIA du monde entier. Le point d’orgue sera le Gala de Remise des Prix de la FIA organisé ce soir au Château de Versailles où seront honorés les vainqueurs des championnats de la Fédération. Les décisions suivantes ont été prises lors de la réunion de l’Assemblée Générale Annuelle de ce jour : Président de la FIA et liste présidentielle Le Président de la FIA, Jean Todt, a été élu à l’unanimité pour un troisième mandat de quatre ans par les Membres de l’Assemblée Générale. Le Président du Sénat, le Président-Délégué pour la Mobilité et les Président-Délégué et Vice-présidents pour le Sport figurant sur la liste présidentielle ont également été approuvés :
Conseil Mondial de la Mobilité Automobile et du Tourisme Les Vice-présidents pour la Mobilité Automobile et le Tourisme ci-après ont été élus au sein des régions Mobilité et seront membres de droit du Conseil Mondial :
L’Assemblée Générale a élu les membres ci-après au Conseil Mondial de la Mobilité Automobile et du Tourisme (CMMAT) :
Nouveaux membres au sein de la Commission Politique de la FIA Mobilité et de la Commission Services de la FIA Mobilité Conseil Mondial du Sport Automobile L’Assemblée Générale a élu les membres ci-après au Conseil Mondial du Sport Automobile (CMSA). Ils rejoignent le Président-Délégué ainsi que les sept Vice-présidents pour le Sport :
Amendements aux Statuts de la FIA Des amendements ont été apportés aux Statuts de la FIA comme suit : - Extension de la limite d’âge (75 ans) à l’ensemble des organes de la FIA et aux suppléants des membres des Conseils Mondiaux. - Limitation de la possibilité de cumuler la fonction de Président-Délégué pour la Mobilité Automobile et le Tourisme et la fonction de Vice-président pour la Mobilité Automobile et le Tourisme. - Clarification du mode d’élection des membres du Comité d’Audit de la FIA. - Augmentation de la représentation des femmes au sein du Conseil Mondial du Sport Automobile. - Retrait de la possibilité d’utiliser le logo de la FIA pour les Membres suspendus. - Engagement d’une procédure de radiation en cas de suspension d’un Membre de la FIA. - Renforcement de l’indépendance des membres du Comité d’Ethique vis-à-vis de la FIA et de ses Membres. - Transcription des valeurs de la FIA en matière de gouvernance, de transparence et de démocratie, en ce compris les fonctions et procédures de lutte contre la corruption. Règlement Disciplinaire et Juridictionnel Un certain nombre de propositions ont été approuvées, notamment : - la faculté pour toute personne intéressée de former directement un appel devant la CAI (ou une requête en vue d’être entendue comme tierce partie devant le TI ou la CAI) sans avoir obligatoirement à passer par son ASN/ACN. Il ne s’agira que d’une faculté. L’intéressé pourra toujours, comme par le passé, demander à son ASN/ACN de déposer formellement l’appel/la requête pour son compte. Cette action directe ne sera toutefois recevable que sous réserve que lors du dépôt de l’appel/de la requête, l’intéressé apporte la preuve qu’il a préalablement informé son ASN/ACN de son action. L’ASN/ACN en question pourra alors, à son choix, décider de présenter ses propres observations écrites et/ou orales devant la Cour (ou le TI). Comptes FIA 2016 Les membres de la FIA ont approuvé à l’unanimité les comptes FIA 2016 ainsi que le budget FIA 2018. Fonds FIA pour l’Innovation L’Assemblée a approuvé la création d’un Fonds FIA pour l’Innovation. Il sera constitué du produit de la vente de la participation de 1 % de la FIA en Formule Un. Le fonds financera des projets jugés appropriés selon les critères suivants :
Un tiers du fonds sera alloué à des projets concluants dans le domaine de la mobilité et deux tiers iront à des initiatives liées au sport. Un Comité de pilotage diversifié sera désigné pour gérer le fonds. Le Comité de pilotage sera composé des deux Présidents-Délégués de la FIA, des sept Vice-présidents de la FIA pour le Sport, des six Vice-présidents de la FIA pour la Mobilité Automobile et le Tourisme, de quatre invités permanents (sans droit de vote), des Secrétaires Généraux de la FIA pour le Sport et la Mobilité, du Chief Administrative Officer de la FIA et du Responsable Conformité de la FIA. Au besoin, le Fonds pourra faire appel à des experts extérieurs au cas par cas. Commission Historique Internationale L’Assemblée Générale a approuvé la proposition de Franz Graf zu Ortenburg, Président de la Commission Historique Internationale, à savoir une composition de 24 membres et trois membres cooptés. Commissions Sportives La composition des Commissions sportives a été approuvée comme suit :
Règlements Intérieurs des Régions I, Région II et Région IV L’Assemblée Générale a ratifié les Règlements Intérieurs amendés des Région I, Région II et Région IV. Tribunal International et Cour d’Appel Internationale L’Assemblée Générale a approuvé la nomination de 19 juges au Tribunal International et à la Cour d’Appel Internationale, chacun proposé par le Comité des nominations pour un mandat de quatre ans prenant effet le 1er janvier 2018. Comité Disciplinaire Antidopage L’Assemblée Générale a approuvé l’élection et/ou la réélection de quatre membres du Comité Disciplinaire Antidopage proposés par le CMSA.
