FIA Mobility, FIA Region IV and ACA Deepen Strategic Ties in Argentina to Advance Safer and Smarter Mobility

As part of the FIA’s ongoing commitment to advancing safe, sustainable, and accessible mobility across Latin America, FIA Secretary General for Automobile Mobility and Tourism Willem Groenewald, FIA Road Safety and Global Advocacy Director Stefano Ammirati, FIA Region IV President Ricardo Morales Rubio, FIA Region IV Executive Director Josefina de los Heros and FIA Region IV Mobility and Public Policy Manager Leandro Perillo attended a series of high-level meetings in Argentina aimed at deepening institutional partnerships, engaging with the private sector, supporting national road safety priorities, and reinforcing the role of the Automóvil Club Argentino (ACA).

Addressing Road Safety Challenges

During a focused discussion with Pedro Scarpinelli, Executive Director of the National Road Safety Agency (ANSV) of Argentina, the FIA highlighted the urgent need for data-driven safety interventions. Argentina recorded 4,369 road fatalities in 2024, with two-wheeler users accounting for 40% of these deaths. The economic impact is considerable, with road crashes costing 1.4% of national GDP annually. The meeting also reviewed national efforts around the digitalization of driving licences, optimised data collection, and strengthened private sector involvement. FIA affirmed its support and offered technical collaboration through its Region IV and Member Club the Automóvil Club Argentino (ACA).

Strengthening Institutional Collaboration

The delegation met with Franco Mogetta, Secretary of Transportation of Argentina, to present FIA’s vision for institutional engagement, its support to ACA, and its work to position the organisation as a global mobility thought leader through FIA University-led research. The Secretary welcomed the FIA’s approach, emphasising Argentina’s renewed commitment to road safety following the implementation of updated traffic legislation. Both parties expressed enthusiasm for future cooperation, highlighting the importance of building joint initiatives that bridge public policy and private sector innovation.

Private Sector Engagement and Innovation with YPF

Another key engagement was held with executives from YPF, Argentina’s largest oil and gas company and exclusive supplier of ACA’s 150 service stations. The meeting explored the evolving transport energy landscape, including YPF’s initiatives in sustainable energy development. The FIA reiterated the importance of fostering innovation and promoting context-specific solutions to support a just and inclusive transition toward sustainable mobility. Safety on the roads was also a key topic of discussion with a focus on the FIA Road Safety Index and how YPF could adopt the methodology and measure their road safety footprint with the support of the FIA Region IV. 

Partnership Opportunities with Industry Leader Techint

Further private sector outreach included a strategic meeting with Techint, a global construction and steel manufacturing group. Techint acknowledged the importance of integrating road safety into its supply chain operations and expressed interest in the FIA Road Safety Index. FIA Region IV will coordinate follow-up actions and provide the necessary tools for implementation.

Strengthening the Role of ACA in National Mobility

The visit concluded with a strategic dialogue with ACA’s Member of the Board of Directors Luis Benatza, General Manager Mariano Sancho and Manager of Transformation and New Business Sebastián Levinguer. ACA manages a nationwide roadside assistance service with 600 tow trucks delivering around 1,200 services daily — 70% to ACA members and 30% through a partnership with Generali Insurance. The Club also owns 150 service stations, 35 hotels, several campgrounds, and provides insurance products. With a current membership base of 250,000—approximately 50,000 of whom are inactive—and an average member age of 58, ACA remains a cornerstone of Argentine mobility. FIA reaffirmed its support for strengthening ACA’s position in national policy dialogue and stakeholder engagement.

The visit to Argentina concluded with clear momentum for deeper collaboration across public and private sectors. The FIA Mobility and FIA Region IV teams will continue working closely with the ACA and Argentine public and private stakeholders to support ongoing initiatives and scale impactful and data-informed solutions that contribute to safer roads and smarter mobility systems throughout the country.
