  • Today, Kigali, the capital of Rwanda, provided a spectacular backdrop for the 2024 Fédération Internationale de l’Automobile (FIA) General Assemblies meeting, with His Excellency Paul Kagame, President of the Republic of Rwanda, welcoming the delegates ahead of the meeting’s start. 

FIA President Mohammed Ben Sulayem, who led the FIA General Assemblies meeting, highlighted the importance of unity and collaboration. He then reflected on the achievements of 2024, driven by the commitment of the FIA Members, both to advance motorsport and strengthen mobility.
 
FIA President Mohammed Ben Sulayem said: There is an old African proverb: If you want to go fast, go alone. If you want to go far, go together. These words speak to me as we gather in Rwanda for the first African General Assemblies meeting of our history.

By joining forces, using our strengths, and showing courage, we can make a real difference in the motorsport and mobility communities, and around the world.

2024 has been a year of growth and achievement. Our finances have transformed into a sustainable model, marking a complete turnaround from the challenging situation the Federation previously faced.

In motorsport, we build on our success and keep moving forward, launching the Global Karting Plan earlier this week, and announcing the Vision 2030: FIA Motorsport Strategy, as our Championships go from strength to strength.

In mobility, the foundations we laid in 2024 ensure a safe, sustainable, and affordable future, uniting Clubs worldwide and making the FIA a global mobility brand.

I thank all the Member Clubs for their ongoing dedication and support, and as we celebrate the FIA’s 120th year, now is a moment to look forwards to our bright future.”
 
2024 FIA President’s Awards winners announced
 
FIA President’s Awards recognise the work carried out by FIA Members to bring about sustainable and measurable change within the field of Climate Action, Road Safety and Equality, Diversity and Inclusion (EDI). In 2024, it received 39 applications from Member Clubs from all over the world.
 
The Automóvil Club del Ecuador (ANETA) was awarded for its contribution to Road Safety, Saudia Automobile and Motorcycle Federation (SAMF) for its commitment to Climate Action, and the Automobile Club d’Italia (ACI) for its efforts in promoting Equality, Diversity and Inclusion.
 
The Australian Automobile Association (AAA), Federação Portuguesa De Automobilismo e Karting, and Confederação Brasileira de Automobilismo also received special mentions for Road Safety, Climate Action, and Equality, Diversity and Inclusion respectively.

2024 Forecast and 2025 Budget

The FIA forecasts to complete its financial turnaround this year, with an operating result of € 2.2m — a remarkable improvement given that it stood at €-24.0m in 2021. 

The 2024 operating result is forecast to not only be the best of the last seven years, it would also be the first positive one since 2018, marking an important milestone for the Federation. 

The General Assemblies approved a 2025 operating result budget of € 0.3m. This includes new initiatives of €-3.7m, further strengthening the FIA’s dedication to growth in its promotion of Motorsport and Mobility. 
 
Amendments to the FIA Statutes
 
Several amendments to the FIA Statutes were approved by the FIA General Assemblies, including those related to the: 

  • Distribution of rights between Full and Associate Members, including the creation of a provisional membership category
  • Majority rules
  • Transformation of the specialised Commissions
  • Mandate of members who are no longer endorsed by the FIA Members which proposed their application
  • Mandate and election process regarding the FIA Courts
  • Mobility Regions – Belize to belong to FIA Region III
  • Related Party Agreements
  • Ethics Committee
  • Audit Committee


The amendments related to the Ethics Committee are serving three objectives aimed at strengthening good governance:
  

  • First, to preserve and enhance the independence of the Ethics Committee by reducing the involvement of the FIA Administration in its operation. The Ethics Committee previously only reported to the FIA President, it now reports to both the FIA President and the FIA Senate President. The Committee also now has the power to independently assess whether or not to launch an investigation. 
  • Second, to avoid leaks of confidential material— including Ethics Committee reports — that can harm good governance by compromising security, undermining trust and disrupting decision-making processes, the General Assemblies have voted the amendment limiting the distribution of any Ethics Committee Report. This does not prevent either the FIA President or the FIA Senate President from involving Senate members or other Members of the FIA or its staff in discussing or implementing any recommendations from the Ethics Committee. 
  • Finally, Ethics Committee Reports can often contain material of a confidential nature including criminal or safeguarding issues. It was therefore necessary to limit the automatic sharing of this information with multiple Members and FIA staff. Limiting the distribution of such reports will also protect the complainant and individual subject to the investigation.


The amendments related to the Audit Committee aim to clarify that the Committee is an advisory body to the FIA Senate operating within the limits of the FIA Statutes, and to guarantee that the Internal Regulations of the Audit Committee will, in future, be approved by the FIA Senate. The Audit Committee retains its powers to assist and investigate if asked to do so by the FIA Senate President. 
 
Amendments to the FIA Judicial and Disciplinary Rules
 
Nine amendments to the FIA Judicial and Disciplinary Rules were approved, including in relation to the withdrawal of intention to appeal and silence, and the extension of the International Tribunal’s Jurisdiction.
 
Amendments to the FIA International Sporting Code
 
The FIA General Assemblies approved several amendments to the FIA International Sporting Code (ISC).

Among the adopted amendments, two in particular, serve the FIA’s broader objectives.
 
The first one is the extension of the definition of misconduct under Article 20 to cover incitement.
 
In alignment with the United Against Online Abuse campaign and the FIA President’s commitment to protecting all those involved in motorsport against online toxicity, this change to the ISC will contribute to create a more responsible and respectful environment not only among competitors but also with officials and volunteers.  
 
The second one, is the creation of a new environmental observer role, whose exact responsibilities will be defined under Appendix V to the ISC.
 
This creation marks a milestone in the commitment of the Federation to building a greener future for motorsport and improving sustainability around its World Championships events. As a consequence of this adoption the failure to follow any environmental regulations and/or requirements laid down by the ASN and/or the FIA within the framework of any FIA World Championship (from 1 January 2026) and any other International or National Championship, Cup, Trophy, Challenge, Series, and Competition (from 1 January 2027) will be considered a breach of rules.
 
Elections to FIA bodies
 
The General Assembly confirmed the election of the following members of the FIA Audit Committee: 

  • Primož KODER (Slovenia) as President of the Audit Committee
  • Jamal Said AL TAI (Oman) as member of the Audit Committee

 
The General Assembly elected the following members of the FIA Anti-Doping Disciplinary Committee: 

  • Juan Carlos ORTIZ FEYTH (Costa Rica) as President of the Anti-Doping Disciplinary Committee
  • Ian HUNT (New Zealand) and Declan O’BRIEN (Ireland) as members of the Anti-Doping Disciplinary Committee

 
The General Assembly also elected the following members of the Cost Cap Adjudication Panel: 

  • Peter DAVIS (Australia)
  • Niall GEANEY (Ireland)
  • Dimitrios KARAVAS (Greece)
  • Filippo MODULO (Italy)
  • Folashade ODUSANYA (Nigeria)
  • Peter SELVEY (United Kingdom)

 
Admission of New Members
             
Based on the recommendation of the World Motor Sport Council, the FIA General Assemblies approved the admission of the following organisations as FIA Members: 

  • Racing Association of the Maldives (RAM), Maldives, Sport competence
  • Seychelles Karting Association (SKA), Seychelles, Sport competence

 
Definitive Affiliation of Provisionally Affiliated Members
 
The FIA General Assemblies approved the definitive affiliation of the following Members: 

  • Motorsport Association of Malaysia (MAM), Malaysia, Sport competence
  • Cayman Motoring Federation (CMF), Cayman Islands, Sport competence


Change of Status
 
During this meeting, the FIA General Assemblies also approved the change of status of the following Members, from Full to Associate Members: 

  • Automobile Club of Estonia (EAK), Estonia, Automobile Mobility and Tourism competence
  • Auto-Moto Society of Latvia (LAMB), Latvia, Automobile Mobility and Tourism competence


Honorary Membership
 
The General Assembly also paid tribute to two individuals who were awarded honorary membership by the FIA: 

  • Manuel Vidal, as Président d’honneur de Commission
  • Fernando Falcó y Fernández de Córdova, as Membre d’honneur


FIA General Assemblies in 2025
 
The Extraordinary General Assemblies meeting will be held during the week of the FIA Conference on 13 June 2025 and will be mainly dedicated to the approval of the yearly accounts. The meeting will be hosted in Macau, China.

The General Assemblies meeting and the Awards Ceremony will be hosted in Tashkent, Uzbekistan, on 12 December 2025.
