2015 FIA Annual General Assembly
In his opening address, FIA President Jean Todt acknowledged the FIA Member Clubs’ willingness to attend the annual gathering in light of recent events in Paris and invited everyone to observe a minute’s silence to remember the victims of the 13 November attacks and all those who have suffered as a result of terrorism during 2015 and in the years before.
Turning to the Federation’s activities, President Todt noted that in the context of increased scrutiny of international federations the organisation has put in place the necessary checks and balances to ensure that the FIA is transparent, democratic and ethical. Pursuing the highest standards of governance, the FIA has mandated an independent firm to review all its internal procedures from the beginning of 2016.
In 2015, FIA Mobility refocused its effort around a number of key areas, including improved servicing of the needs of clubs and strengthening the FIA’s position as a global advocate in the critical areas of road safety and sustainability.
In regard to road safety the year was marked by the launch of the FIA High Level Panel for Road Safety, a unique initiative that brings together eminent individuals from the global business community, international institutions and non-government organisations to raise awareness of the global road safety crisis and to lead a coordinated response.
In motor sport, the FIA is strengthening and stabilising the entire single-seater pyramid, which provides a natural progression for young drivers from first steps in karting all the way to the FIA Formula One Championship. There are now more than 10 national FIA Formula 4 championships in place, FIA Formula 3 has been consolidated at continental level and the racing ladder is set to be completed in 2016 with the establishment of FIA Formula 2, to sit just below the top tier.
Alongside the development of motor sport series, President Todt highlighted technical support as one of the FIA’s main sporting missions. He stressed that the federation must deliver the highest possible standard of safety for all of those involved, be they drivers, officials or spectators.

FIA Financial Accounts and Budget
The FIA Membership has unanimously approved the 2014 FIA Financial Accounts and the 2016 FIA Budget.
FIA Ethics Committee
In 2015, based on the experience of the past three years, the FIA Ethics Committee approved detailed Internal Regulations inspired from the regulations of other bodies responsible for ethics within large international federations. The regulations describe the Committee’s organisational rules (composition, ordinary sessions, votes, etc.) and procedural rules (according to whether a complaint is filed or the Committee initiates an investigation on its own motion).

International Historical Commission
The General Assembly was informed of the appointment of Franz Graf zu Ortenburg (DEU) as President of the Commission, following Michel de Thomasson’s retirement.
International Sporting Code (ISC)
In order to address the difficulties currently being encountered in some countries within the FIA Formula 4 Championships, the ISC now allows an ASN, in case of insufficiency of circuits on its territory, to authorise its licence-holders with a national licence to take part in national F4 competitions on the territory of an ASN of a country with which it shares a common border.
In order to simplify the criteria with regard to foreign participation in national championships and to bring equality to the rights of drivers between continents and countries, the ISC now enables foreign participants to score points in national championships under certain conditions (valid international driver’s license, etc.).
In karting, foreign drivers are now allowed to participate in a competition outside their own country, while remaining holders of a national licence but without being entitled to score points in national championships.
The ISC now specifies that the minimum weight/power ratio of 3.4 kg/hp (4.6 kg/kw) is not applicable in the context of the FIA World Rally Championship.

The General Assembly approved the proposal of the World Motor Sport Council with regard to the following candidatures for election/re-election as members on the FIA Anti-Doping Disciplinary Committee:

International Tribunal (IT) and International Court of Appeal (ICA)
The General Assembly revised the appointment procedures and the status of the IT and ICA judges on the proposal of the Congress of the IT and of the ICA as follows:
- The judges’ term of office is increased to four years. Half of the judges’ terms will be renewed every two years (and not a third each year) and terms of office are restricted to three (i.e. 12 years in total).
- The same person may not hold the position of World Council, Senate, or Ethics Committee member concurrently with that of judge of the IT or ICA.
- In light of the reduced activity of the IT over recent years, the IT and ICA judging panels are merged into one. The judges can now be appointed indiscriminately to sit on the IT or the ICA, but no judge may sit on the ICA after seating on the IT in first instance for the same case.
The modifications have been followed by the corresponding amendments to the FIA Statutes and the FIA Judicial and Disciplinary Rules.
The General Assembly approved the recommendations from the Nomination Committee with regard to the following candidatures for election as judges on the IT and ICA for a full four-year term of office starting on 1 January 2016.

Assemblée Générale Annuelle de la FIA 2015
L’Assemblée Générale Annuelle de la FIA, qui s’est tenue à Paris ce jour (4 décembre 2015), a marqué la fin de la semaine de réunions annuelles auxquelles ont participé 145 Clubs membres de la FIA du monde entier. L’événement trouvera son point d’orgue ce soir avec le Gala de Remise des Prix de la FIA.
Dans son discours d’ouverture, le Président de la FIA Jean Todt a rendu hommage aux Clubs membres de la FIA, venus nombreux malgré les récents événements à Paris, et a invité l’assemblée à observer une minute de silence en mémoire des victimes des attentats du 13 novembre ainsi que de tous ceux qui ont souffert du terrorisme en 2015 et lors des années précédentes.
S’agissant des activités de la FIA et alors que les fédérations internationales font l’objet d’une surveillance accrue, le Président Todt a noté que l’organisation a mis en place les mécanismes de contrôle nécessaires pour assurer la transparence ainsi que le caractère démocratique et éthique de son fonctionnement. Appliquant les normes de gouvernance les plus élevées, la FIA a chargé un cabinet indépendant d’examiner toutes ses procédures internes dès 2016.
En 2015, la FIA Mobilité a recentré ses activités sur un certain nombre de domaines clés : amélioration des services offerts aux Clubs et renforcement de la position de la FIA comme porte-parole de la sécurité routière et du développement durable à l’international.
Sur le front de la sécurité routière, l’année a été marquée par le lancement du Groupe consultatif de haut niveau de la FIA pour la Sécurité routière, une initiative unique qui réunit des personnalités éminentes de la communauté mondiale des affaires, des institutions internationales et des organisations non gouvernementales pour sensibiliser l’opinion à la crise mondiale de la sécurité routière et conduire une réponse coordonnée.
En sport automobile, la FIA renforce et stabilise l’ensemble de la pyramide des monoplaces qui constitue un parcours de progression naturel pour les jeunes pilotes depuis les premiers échelons du karting jusqu’au Championnat du Monde Formule Un de la FIA. On compte désormais plus de 10 championnats nationaux de Formule 4 FIA, la Formule 3 FIA a été consolidée au niveau continental et la gamme des compétitions devrait être complétée en 2016 avec la création de la Formule 2 FIA, juste au-dessous de la catégorie reine.
Parallèlement au développement des séries de sport automobile, le Président Todt a mis l’accent sur l’une des missions sportives principales de la FIA : le soutien technique. Il a souligné que la fédération doit garantir les normes de sécurité les plus élevées possible pour tous ceux qui sont impliqués, qu’ils soient pilotes, officiels ou spectateurs.

Comptes et budget FIA

Comité d’Ethique de la FIA
Fort de son expérience de trois années, le Comité d’Ethique a élaboré en 2015 un Règlement Intérieur détaillé, s’inspirant de ceux applicables aux organes chargés d’éthique au sein d’autres fédérations internationales importantes, et détaillant précisément à la fois les règles d’ordre organisationnel (composition, séances ordinaires, votes, etc.) et les règles procédurales (selon que le Comité d’Ethique est saisi d’une plainte ou s’autosaisit).

Code Sportif International (CSI)
Afin de répondre aux difficultés actuellement rencontrées dans certains pays au sein des Championnats de Formule 4 de la FIA, le CSI permet à présent à une ASN, en cas d’insuffisance de circuits sur son territoire, d’autoriser ses licenciés titulaires d’une licence nationale à prendre part à des compétitions de F4 nationales sur le territoire d’une ASN ayant une frontière commune avec elle.
Afin de simplifier les critères concernant la participation étrangère dans les championnats nationaux et de favoriser l’égalité des droits des pilotes par-delà les continents et pays, le CSI permet à présent aux non-nationaux de marquer des points sous réserve du respect de certaines conditions (licence internationale pour pilote valable, etc.)
En karting, les pilotes étrangers peuvent à présent participer à une compétition en dehors de leur pays, tout en restant titulaires d’une licence nationale mais sans pouvoir marquer de points dans les championnats nationaux.
Le CSI spécifie à présent que le rapport poids/puissance minimum de 3,4 kg/ch (4,6 kg/kw) ne s’applique pas dans le cadre du Championnat du Monde des Rallyes de la FIA.

L’Assemblée Générale a révisé les modalités de désignation et le statut des juges du TI et de la CAI sur proposition du Congrès du TI et de la CAI de la manière suivante :
- Le mandat des juges est porté à quatre ans. Les juges seront renouvelés par moitié tous les deux ans (et non par tiers chaque année) et les mandats seront limités à trois (soit 12 ans au total).
- Une même personne ne peut pas cumuler la fonction de membre d’un Conseil Mondial, du Sénat ou du Comité d’Ethique avec celle de juge du TI ou de la CAI.
- Au regard de l’activité réduite du TI sur ces dernières années, les panels de juges du TI et de la CAI sont fusionnés en un seul. Les juges peuvent désormais être indifféremment désignés pour siéger au TI ou à la CAI. Toutefois, aucun juge ne pourra siéger à la CAI s’il a déjà siégé en première instance au TI à l’occasion de la même affaire.
Les Statuts de la FIA et le Règlement Disciplinaire et Juridictionnel de la FIA ont été modifiés en conséquence.
L’Assemblée Générale a approuvé les recommandations du Comité des Nominations concernant les candidatures suivantes en vue de leur élection en tant que juges du TI et de la CAI pour un mandat complet de quatre ans à compter du 1er janvier 2016.
