Hosted by FIA President Jean Todt and FIA Deputy President for Sport, Graham Stoker, the World Motor Sport Council gathered today in Saint Petersburg during the 2018 FIA Annual General Assembly for its final meeting of the year.

The following is a summary of the decisions taken during the meeting:

FIA Formula One World Championship

The 2019 season calendar was approved as follows:

Changes to the 2019 F1 Sporting Regulations were agreed in order to:

• Ensure that fuel handling procedures are the same during testing as they are during race events
• Ensure that the way in which the grid is formed is clear when multiple penalties have been imposed
• Keep cars under yellow flag conditions until they reach the control line after the safety car returns to the pits
• Allow unrestricted CFD simulations to be carried out for the development of cars in accordance with the 2021 regulations

The Council approved the following amendments to the 2019 Technical Regulations:

• Adjustments to Article 3 in order to provide more clarity in some areas, primarily related to the front wing
• An adjustment to Article 4, with a weight limit increase from 740kg to 743kg

FIA World Rally Championship

The 2019 FIA World Rally Championship calendar is confirmed as follows:

Competitors in the newly-created FIA WRC 2 Pro Championship are permitted to enter two R5 cars per team and must participate in a minimum of seven rounds with one car – including one event outside Europe. For the Drivers’ and Co-drivers’ Championships, the eight best scores will count towards the titles, while the highest placed car(s) in each team will score points in the FIA WRC 2 Pro Championship for Manufacturers. Competitors will have P2P status, be permitted one day of testing per event per driver, and will start in Championship order after the P1 drivers on the first day of competition. On days two and three, crews will start after the P1 group, in classification order.

The FIA WRC 2 Championship, now solely for drivers and co-drivers, will have no minimum number of events, although the first six scores from seven entered rounds will count towards the titles. Competitors will be permitted one day of pre-event testing and will start in Championship order after the P2P group, and on days two and three after the P2P group in classification order. No WRC 2 registration fee will be requested from competitors who hold a licence from the ASN of the organising country for the first event in which they participate.

An additional 10 minutes will be added to the current 30-minute midday service to give organisers the opportunity to implement promotional activities with any of the drivers.

For the purposes of cost saving, Rally Argentina and Rally Chile, and Rally Portugal and Rally Italy will be paired to enable the manufacturer teams to participate with the same chassis, engines and spare parts.

FIA World Endurance Championship

The 2019-2020 season calendar is as follows:

Success ballast will be imposed for LMGTE Am cars entered in the championship. It will be in effect at all events, except for the 24 Hours of Le Mans. The ballast calculation system uses the results of previous races (if any have been held) and championship positions, provided that all cars start any given season with a ballast of 0kg.

The scale of points awarded will be updated for the 2019-2020 season to account for the introduction of 4-hour events.

Technical regulations for the top-level endurance category which will be implemented from the 2020-2021 season were approved. These are based on the innovative concept of a ‘performance window’, aimed at creating close competition between differentiated hypercar prototype designs. The regulations include:

• Aerodynamics capped by regulations to control cost and ensure that performance does not compromise bodywork design
• Moveable aerodynamic devices front and rear
• Maximum 520kW combustion engine encouraging diversity 
• Front-wheel energy recovery and release system up to 200kW

Cost control measures include a five-year homologation period, and limitations on parts per season, testing, tyres and personnel.

FIA World Rallycross Championship

The 2019 FIA World Rallycross Championship calendar is confirmed as follows:

The Council approved a number of measures designed to more effectively control costs during the two-year transition to Electric Rallycross, including reducing the calendar to 10 rounds, a new limit on the number of personnel per team and shortening events to two days.

FIA Karting World Championship

The 2019 FIA Karting World Championship calendar is confirmed as follows:

The homologation of the Mini Class, chassis, engines and tyres will also involve the ignition, the inlet silencer and the float-chamber carburettor at the same time. The homologation process will take place in 2019 for implementation on 1 January 2020.

Article Q of General Prescriptions 2.14 General Safety has been modified. With effect from 1 January 2019, the starting up, running in, warming up or testing of kart engines in the paddock and the reserved areas is strictly prohibited. Offenders will be fined at least €250 and may be disqualified in cases of repeated breach.

The free test sessions on Wednesday and Thursday at FIA Karting competitions will be discontinued from 1 January 2020.

The time penalty sanction for a front fairing in the wrong position during FIA Karting Championships, Cups and Trophies will be five seconds instead of 10 seconds, effective 1 January 2019.

FIA Formula E Championship

The 2018/19 FIA Formula E Championship season calendar is as follows:

Details relating to the new race format for the 2018/19 season were approved:

• The number, duration and the minimum time of arming of ‘Attack Modes’ (during which the maximum total power increases from 200kw to 225kw), will be determined at each race by the FIA, according to the special features of the circuits, one hour before the start at the latest
• The activation of the Attack Mode is forbidden in the first two laps
• The number of drivers allocated FanBoost (additional extra energy of maximum 100 kJ (power minimum 240 kW, maximum 250 kW, and time to be managed by the team), will increase from three to five. The winning drivers will be allocated one boost, to be used once after the 22nd minute of the race.

For the purpose of aiding driver rescue, the use of FIA-approved biometric gloves will be mandated for all drivers during each competition and all tests which are attended by more than one team.

FIA WTCR - World Touring Car Cup

The 2019 FIA WTCR - World Touring Car Cup calendar is as follows:

After the first qualifying session:

For both Drivers’ and Teams' titles, points will be awarded to the top fifteen finishers according to the following scale:

Other updates to the Sporting Regulations include:

• The maximum number of entries for the season will increase from 28 to 32. Only two cars per team will be permitted. Entries on a race-by-race basis will not be eligible to score points
• Red flags or neutralisations in Qualifying sessions will represent (except in certain exceptional cases) the best lap of the driver causing the interruption to be deleted
• The driver penalty point system will be updated to bring it in line with other major FIA championships – meaning that if a driver accrues 12 penalty points, they will be disqualified from the following race, following which 12 points will be removed from their record

FIA European Truck Racing Championship

The calendar for the 2019 FIA European Truck Racing Championship was confirmed as follows:

The FIA has launched a call for expressions of interest for a single fuel supplier with the goal of identifying a fuel that complies with the technical requirements, but with a specification that drastically reduces/limits the emission of smoke. The offers received will be carefully considered by the Truck Racing Commission for final decision before the start of the 2019 season.

FIA European Drag Racing Championship

The calendar for the 2019 FIA European Drag Racing Championship was confirmed as follows:

The 2019 Drag Racing Technical Regulations and Race Procedures were approved. In cooperation with the FIA Safety Commission, extensive updates have been made to the numerous safety standards contained in the regulations to introduce FIA Standards alongside those of the SFI. These regulations will be published in full on the FIA website.

FIA Regional Rally Championships

The format of the FIA Asia-Pacific Rally Championship will be changed in 2019 to help competitors with logistics and add value to the title. Two APRC Cups, organised into smaller territories, will be held as qualifiers for a final. The APRC Asia and Pacific Cups for Drivers and Co-drivers will be held over a minimum of three events and all results will be taken into account. After participation in two rallies in an APRC Cup, drivers will automatically qualify for the final, which will be alternately hosted in a different Asia or Pacific country each year. Based on the results of the final, the following titles will be awarded:

FIA Asia-Pacific Rally Championship for Drivers and Co-drivers

FIA Junior APRC Championship for Drivers (under the age of 28 years)

FIA Asia-Pacific Rally Championship for Manufacturers

APRC Nations Trophy

APRC Team Trophy

Competitors will also be permitted to enter categories of cars approved by ASNs holding APRC rounds.

In order to simplify the naming of titles in the FIA European Rally Championship, the FIA ERC Junior Championship U27 for Drivers will now be known as the FIA ERC 3 Junior Championship and the U28 series will become the FIA ERC 1 Junior Championship.

R4-Kit and R-GT cars will be eligible in the ERC 2 Championship from 2019.

In order to increase participation in FIA regional rallies, it was approved that cars in Groups A, N, R and RGT will be permitted to participate in international rallies other than those of the FIA World Rally Championship during a further period of eight years following the expiry of their homologation.

FIA Electric and New Energies Championships

FIA Hill Climb Commission

The 2019 FIA European Hill Climb Championship calendar is:

A and N cars will now be permitted to take part in the European Hill Climb Championship and FIA International Hill Climb Cup for a further five years following the expiry of their homologation, to maintain competitiveness and keep the FIA hill climb competitions open to a wide range of cars.

FIA Historic Motor Sport Commission

The calendar for the FIA Masters Historic Formula One and Sports Car Championships is:

The FIA Masters Historic Formula One Sporting Regulations will be amended to reflect the introduction of four distinct titles for each of the championship classes.

The second edition of the FIA Historic Formula 3 European Cup will take place in Zandvoort, Netherlands, on 4-6 September 2019.

FIA GT Commission

The 2019 FIA GT World Cup was approved to take place during the Macau Grand Prix from 14-17 November, subject to circuit homologation and promoter agreement. A dedicated class for Silver Drivers will be introduced.

The 2019 FIA GT Nations Cup was approved to take place at the Autodromo Vallelunga in Italy from 1-3 November. The addition of different categories of motor sport to future Nations Cup events is being evaluated, with the view to creating festival-style events across disciplines.

FIA Drifting

Following the success of the second FIA Intercontinental Drifting Cup in Tokyo, updated FIA Guidelines for Drifting Events were prepared as the final act of the FIA Drifting Working Group.

The Guidelines were approved by the World Council and will be presented to the new FIA Drifting Commission that will begin work in early 2019.

FIA Safety Commission

Appendix L of the International Sporting Code, relating to the allocation of Super Licence Points, was updated. The table of Super Licence points has been revised and is available in the appendix to this press release which can be downloaded here.

An additional amendment was approved to reduce the maximum number of championships in which a driver can accumulate Super Licence points in a single calendar year from two to one.

The first-ever standard for ADR systems will be introduced, with the intention of opening the market to new suppliers and encouraging more competitive pricing.

FIA Women in Motorsport Commission

National selections for The Girls on Track Karting Challenge have now been completed in nine countries. The initial sociological survey results indicate a high level of satisfaction from the participants, who would also encourage female friends to try such an event. The European Final will be held at Le Mans on 8-10 March 2019 and will be followed by two training camps for the successful drivers. The project will then draw to a close on 2 October 2019 at the European Parliament in Brussels, where a karting slalom demonstration will also be hosted.

A new educational programme for girls aged from 8 to 18 was approved. This project, partly funded by the FIA Innovation Fund, will be launched in 2019. Under the name ‘FIA Girls On Track - Dare To Be Different’, the programme symbolises the collaboration of two successful existing programmes: D2BD founded by Susie Wolff and the FIA Karting Challenge launched this year in partnership with Erasmus+.  Through this programme, the FIA intends to reach a much broader audience and highlight the numerous opportunities for girls in motor sport, not only as drivers but also functions such as engineering, management and communication.

Following the FIA Women Drivers’ Academy, the Commission was pleased to confirm that new opportunities are now open for girls in Endurance, with the participation of women planned in the Rookie Test in the World Endurance Championship in 2019, and female crews in ALMS & ELMS, with the ultimate goal of bringing women drivers to the podium of the Le Mans 24 Hours from 2019.

In Formula E, nine women drivers will take part in the official tests in Saudi Arabia on 16 December, following the first event of season five of the Championship.

As part of the Commission’s collaboration with FIA Karting, a minimum of one kart has been reserved for one of the finalists of The Girls on Track Karting Challenge who could contest the 2019 Karting Academy Trophy, helping to start a potential career in motor sport.

FIA Disability and Accessibility Commission

The Council accepted proposals relating to licences for participants with disabilities, including:

Disabled Driver Passport, which must be issued by the ASN to the competitor with detailing the following information:

• Manual or automatic driver’s licence
• The amount of time it takes the competitor to independently extricate himself from his competition vehicle
• The details of adaptations needed for the competitor to control the competition vehicle
• Ambulant or non-ambulant competitor. This Passport will supplement the International Licences for Drivers with Disabilities.
