The first 2013 meeting of the World Motor Sport Council took place today, 8 March, at the FIA offices in Geneva, Switzerland.

The first 2013 meeting of the World Motor Sport Council took place today, 8 March – International Women’s Day - at the FIA offices in Geneva, Switzerland. The following decisions were taken:

FIA FORMULA ONE WORLD CHAMPIONSHIP

It was noted that the negotiations over the Concorde Agreement were proceeding positively in order to be concluded in the near future.
The 2013 calendar was confirmed with 19 races.

RALLYING AND THE FIA WORLD RALLY CHAMPIONSHIP

To help attract more manufacturers into the sport, from 1 January 2014 the series engine of a Group R1, R2 or R3 car may be replaced with another series engine.

The WMSC has mandated relevant FIA commissions for concrete proposals to empower the presence of GT cars in rallies as soon as possible.

FIA WORLD CUP FOR CROSS COUNTRY

With immediate effect, the dimension of the air restrictor for standard petrol-engined vehicles has been amended to 36mm in order to achieve a better balance of performance with vehicles in the same category but equipped with diesel engines. The FIA Technical Department will however conduct a detailed analysis of data provided by manufacturers and teams to establish equality of performance for all eligible engine types.

FIA WORLD ENDURANCE CHAMPIONSHIP

It was announced that 32 full season cars will enter the FIA World Endurance Championship this season.

It is clarified that the additional point awarded at each event to the pole position team and its drivers in each category is not allocated for the additional and complementary cars.

With immediate effect, the regulations concerning the flashing of headlights have been modified for safety reasons. In addition, full-season LMP2 competitors will be permitted to reserve their three engines for all the events and the test day for the Le Mans 24 Hours.

For safety reasons and therefore with immediate effect, only one safety car may be deployed, instead of two (with the exception of the Circuit de la Sarthe for the Le Mans 24 Hours, due to the length of the track).

SINGLE-SEATER COMMISSION

The principle of creating a new single-seater class, named FIA Formula 4, was accepted by the WMSC for 2014 and beyond. This class, which is aimed at providing ASNs with a standard technical and sporting framework for national Formula 4 championships, will help rationalise the path young drivers should follow from karting through to Formula One. Technical regulations and a sporting framework were also agreed.

HISTORIC MOTOR SPORT

Masters Historic Racing has been designated as co-organiser of the FIA Masters Formula One Historic Championship. Within the context of the same events, there will also be an FIA Championship reserved for pre-1974 Sports Cars.

FIA EUROPEAN RALLYCROSS CHAMPIONSHIP

The WMSC agreed to revert back to the 2012 regulations regarding the limitation of the number of engines, namely one engine per driver per event. As a consequence, the scale of penalty points for any breach of this regulation has also been revised.

It was also agreed that the two semi-finals will only be run if there are eight cars able to participate. If the semi-finals are not run, the six top-scoring drivers in the intermediate classification will progress directly to the final.

FIA FORMULA E CHAMPIONSHIP

The new 2014 FIA Formula E Championship, run on urban and city centre circuits, will be made up of between eight and 10 events. The WMSC was pleased to note that a number of cities have expressed an interest in hosting a race and that there are expected to be 10 teams participating, each comprising two drivers and four cars.

The Technical Regulations have now been published and the proposed sporting format will see race meetings taking place over one day with a pre-qualifying practice session and a qualifying practice session culminating in a 45-minute race with two mandatory pit stops to change cars.

FIA SAFETY GUIDELINES FOR HILL CLIMB EVENTS

In accordance with an action plan to improve the organisation of events, strengthen the regulatory framework, raise awareness of safety standards through training and communication and further co-ordinate through the ASNs and control the safety of spectators at an event, the WMSC approved the safety guidelines drawn up by the Hill-Climb Commission in association with the FIA Safety Commission. These guidelines will be presented during a safety seminar for organisers and officials on 29 April 2013 in Austria and available to ASNs to help them organise their own seminars.

FIA EUROPEAN TRUCK RACING CHAMPIONSHIP

The date for the ADAC Truck Grand Prix has been changed to 14 July 2013.

KARTING

In order to enhance competition in the CIK-FIA European and World Championships, a new format of Pre-Finals has been introduced. The top 68 classified drivers from the Qualifying Heats will go through to Pre-Final 1 and 2, each comprising 34 drivers. The first 17 classified drivers from each Pre-Final will then be eligible for the Final. There will no longer be a Second Chance Heat.

A “Q2 Super Pole” has been introduced in to the CIK-FIA World KZ Championship in order to establish the top 12 positions in the general classification. A trophy will also be awarded to the top classified driver in the Q2 Super Pole.

SUSTAINABILITY WORKING GROUP

The WMSC agreed to establish a dedicated Working Group mandated to develop an FIA Sustainability Programme. The Group would rely on recommendations from a recent report jointly commissioned by the FIA and Michelin, as part of their strategic partnership, as well as the FIA Institute’s Sustainability Programme which includes an Environmental Accreditation Scheme.

FIA SPORT CONFERENCE WEEK

The inaugural FIA Sport Conference Week will be held at Goodwood in England from 25 to 28 June 2013. It is based on the successful Mobility Conference Week model which takes place every year.  A forum for all stakeholders in the motor sport community, it will examine the challenges facing the ASNs in the development of motor sport and will focus on how the FIA as a whole can create stronger global motor sport.
