The following is a summary of the decisions taken during the meeting:
 
FIA Formula One World Championship
The World Council congratulated the entire Formula 1 community for the remarkable achievement of completing 17 events in the wake of the global pandemic, and FIA President Jean Todt thanked Formula 1 Chairman and CEO Chase Carey for his significant contributions to the sport since 2017 as he will move to the position of Non-Executive Chairman at the end of this year and welcome Stefano Domenicali as the new CEO.
 
The 2021 FIA Formula One World Championship calendar is as follows:

FIA World Rally Championship
Amendments to the FIA WRC Sporting Regulations include the awarding of additional Power Stage points to Manufacturers, to be scored by the two best-placed drivers nominated by a team and finishing in the top five of the final stage, with the aim to add an additional dimension to the Manufacturers’ battle.
 
Following Pirelli’s implementation as a new single supplier in 2021, nine additional test days have been allocated to each WRC manufacturer to adapt to the new tyres to be used through the 2021 season.
 
A number of changes have been adopted to clarify the requirements for the WRC2 class. Participating teams in the category now have to register no later than the closing date of the fifth round of the 2021 season. To score points, a team must enter two cars in a maximum of seven rallies, including a minimum of one round outside of Europe.
 
WRC2 Drivers and Teams will be required to nominate to score points as they enter an event and as a result, registered Drivers can enter additional rallies as Priority 2 without scoring points. In regards to points scoring, the highest number of points from six of the seven nominated rallies will count.
 
Owing to the success of the Power Stage points for the WRC, the same format will now be extended to the WRC2 and WRC3 categories.
 
In WRC3, with the view to restore pre-COVID regulations, the number of rallies counting for the championship has been reinstated from five to seven, with the best five rounds counting for the championship points. Specific requirements have also been added to restrict the class entry to aspiring drivers developing their skills.
 
To ensure the value of the WRC championship, at least half of the events scheduled on the initial calendar will have to be held for titles to be awarded. In the support championships, the FIA will have the possibility to adjust the minimum number of participations and number of events taken into account, should the number of qualifying events be less than scheduled initially.
 
The number of counting rounds for the Junior WRC Championship has been returned to five from four set in this year’s regulations due to the COVID-19 pandemic.
 
FIA World Endurance Championship
As previously agreed by e-vote, 2021 FIA World Endurance Championship sporting regulations have been outlined, with stimulating championship growth, creating sporting fairness and cost control as key targets.
 
A simplified qualifying format will return, with the fastest time of just one driver per car forming the grid instead of the two-driver aggregated time used in recent years. There will be two distinct 10‐minute sessions, one for Hypercar and LMP2 classes and one for LMGTEs (Bronze-rated driver to qualify will be mandatory in LMGTE Am).
 
No change to LMP2 driver line-ups with at least one Silver or Bronze driver required in each team. There will, however, be a new and specific classification in the LMP2 category for teams who have Bronze drivers.
 
As the 2021 season will see the introduction of the new Le Mans Hypercar category, there will be more pre- and in-season testing. LMP2 and LMGTE Am classes will also benefit from additional testing mileage.
 
As part of ongoing efforts to implement cost-saving measures, competitors in Hypercar will be restricted to 40 operational staff or 43 for cars with hybrid systems (except for 24 Hours of Le Mans).

The 24 Hours of Le Mans event will span 10 days rather than two weeks. Scrutineering and pre-race checks will take place on the Friday and Saturday the week before the race and will count both for the Test Day on the Sunday before the race and for the 24 Hours of Le Mans itself. The practice and qualifying sessions have also been revised.
 
FIA World Rallycross Championship
Following the official Request for Proposal process for a new promoter, the members have been updated with the aim of finalising a decision at the beginning of 2021.

The provisional 2021 FIA World RX (RX1) calendar (including RX2e and Euro RX) is as follows:

ABB FIA Formula E Championship
Ahead of the 2020/21 ABB FIA Formula E World Championship, the World Motor Sport Council has today confirmed an updated calendar of races in sets. The first set of confirmed races (rounds one-four) consists of two double-headers, first in Santiago (January 16 and 17) then in Diriyah (February 26 and 27). Races in Mexico City and Sanya have been postponed until later in the year.

All calendar races will be announced later depending on the sanitary situation.

FIA Karting Championships
The following information relating to supplier tenders was detailed by the FIA Karting Commission.

Panta was selected as exclusive supplier of fuel in the 2021 FIA Karting Championships – Europe (except Superkart).
 
KG s.a.s. was selected as exclusive supplier of a CIK-FIA homologated front fairing mounting kit in the 2021, 2022 and 2023 FIA Karting Championships, Cups and Trophies (except Superkart).
 
Regarding the exclusive supply of tyres in the 2021 FIA Karting Championships (except Superkart) it was decided to launch a revised invitation to tender to select an exclusive supplier of tyres for season 2021 of all FIA Karting Championships (except Superkart).

FIA WTCR - World Touring Car Cup
The 2021 FIA World Touring Car Cup sporting and technical regulations have been approved. A new event format, composed of two free practice sessions, one qualifying and two races, has been approved.
 
The FIA WTCR Rookie Driver Title has been redefined as the FIA WTCR Junior Driver Title. An all-new FIA WTCR Female Drivers Title will also be introduced for 2021, provided a minimum of three entries will be received.

To ensure the value of FIA Regional Rally Championships titles, all results are now taken into account for the final classification when the championship is held over four events or less, regardless of the criteria required for each championship. Additionally, the format of the championships and rallies has been updated, with a trend towards slightly shorter and more compact rallies in order to reduce costs in the context of the current health crisis.
 
In the European Rally Championship, the ERC Junior class will be reserved for drivers entered with Rally3 cars, with the objective to reduce season costs and create a more accessible pathway for young drivers coming from two-wheel drive categories. In order to ease this pathway, the FIA ERC promoter will offer attractive prizes for both the ERC3 and ERC Junior Champions.
 
FIA World Cup for Cross Country – Rallies and Bajas
In addition to the 2021 FIA World Cup for Cross-Country Bajas schedule published following the latest Council, calendars for the 2021 FIA World Cup for Cross-Country Rallies and the 2021 FIA European Cup for Cross-Country Bajas are now also confirmed as follows:

FIA Hill Climb Commission
Should the 2021 FIA European Hill Climb Championship be affected by COVID-19 again, a new provision has been added to the Sporting Regulations, setting at five the minimum of rounds to take place to validate the FIA titles. For the FIA International Hill Climb Cup, that minimum number has been defined at three.
 
FIA GT Commission
The Technical Regulations for a new class of vehicle, FIA Electric GT, have been approved.

The World Council members were given an update regarding the Call for an Expression of Interest that was launched for the promotion of an FIA Electric GT competition, following the previous WMSC meeting in October, with the aim of finalising a decision at the beginning of 2021.

FIA Touring Car Commission
The World Council members were given an update regarding the Call for an Expression of Interest that was launched for the promotion of an FIA Electric Touring Car competition, following the previous WMSC meeting in October, with the aim of finalising a decision at the beginning of 2021.
 
FIA Truck Racing Commission
The 2021 FIA European Truck Racing Championship sporting and technical regulations have been approved.

A minimum of three events will have to be contested for the FIA ETRC Drivers' and Teams' titles to be awarded. Additionally, there will be more flexibility regarding event formats, allowing the promoter to organise a day of competition consisting three races, if justified.

It was approved to invite interested parties to supply biofuel to the teams competing in the 2021 FIA ETRC season.
 
FIA Drag Racing Commission
The 2021 FIA European Drag Racing calendar has been approved as follows, but will remain subject to conditions that permit the return of spectators to events being in place, due to the economic position of European drag racing:

FIA Drifting Commission
The Russian Drift Series LLC has been approved as the promoter of the FIA Intercontinental Drifting Cup for a term of three years. The first event is planned to take place in Riga, Latvia on a date to be confirmed and subject to a contract with the local organisers.
 
FIA Electric and New Energy Commission
The 2021 Electric and New Energy Championships calendar is approved as follows:

FIA Single-Seater Commission
Significant changes to the Sporting and Technical regulations for the FIA Formula 2 and Formula 3 Championships were approved.  The Sporting Regulations have been updated and further aligned with those in the FIA Formula One World Championship.
 
The 2021 Regulations in general have been amended to include significant cost cutting measures, and in order to achieve this, F2 and F3 will no longer run on the same race weekend due to time constraints.

FIA Historic Motor Sport Commission

It has been agreed that should the 2021 FIA European Historic Sporting Rally Championship and FIA Historic Hill Climb Championship be affected by COVID-19 again, a new provision has been added to their respective Sporting Regulations, setting at four the minimum of rounds to take place to validate the FIA titles.

Upcoming World Motor Sport Council Meetings
Dates of the FIA World Motor Sport Council meetings in 2021 have been approved as follows:

 
Motor Sport Strategy and #PurposeDriven movement
A motor sport strategy was presented and discussed with the council members and an extensive consultation will be organised.
 
Further details of the FIA’s #PurposeDriven movement, which aims to show how motor sport and mobility can bring improvements to a wider society, was revealed.  
 
#PurposeDriven is built on the key pillars of improved health and safety on road and track, protecting our environment, diversity and inclusion and community development. #PurposeDriven amplifies the impact of a wide range of relevant projects delivered by the FIA and other motor sport stakeholders, in response to the COVID-19 pandemic. 
 
FIA International Series
The WMSC has decided to remove the International Series from the scope of the Appendix S of the International Sporting Code  (FIA Covid-19 Code of Conduct) .

FIA Medical Commission
It was confirmed that Professor Gérard Saillant will step down from his role as President of the FIA Medical Commission. A special tribute was given to him for his strong leadership together with FIA Administration. He co-ordinated the medical protocol against COVID-19 that enabled Formula 1 to be the first international sporting competition to restart this year – and other FIA championships to follow.
 
Professor Saillant will continue as an advisor to the Commission. He will be succeeded by the current Vice-President Dr Dino Altmann of Brazil. Dr Ian Roberts will become the new Vice-President of the Commission.

Following the guidance of the World Anti-Doping Agency (WADA), FIA has adopted its anti-doping regulations which will be effective on 1st January 2021.
 
FIA Safety Commission
The Commission President, Sir Patrick Head, presented the updated safety standard for entry-level competition seats. The 2020 accident statistics were presented. The FIA President reinforced the need to learn from the accident and reminded the council members of the FIA’s Vision Zero ambition. It was confirmed that the next FIA Race Director and Stewards seminars have been scheduled for the first week of February 2021.
 
FIA Manufacturers’ Commission
The new President of the FIA Manufacturers’ Commission Professor Burkhard Göschel presented a situation analysis on the opportunities to develop added value between customers, authorities and manufacturers for the FIA.
 
FIA Environment and Sustainability Commission
Chairman of the Commission – President Felipe Calderón – presented an environmental strategy, approved by the council members. It will be announced in the coming days.
 
2021 FIA Commissions
FIA President Jean Todt thanked the exiting Commission Presidents Paolo Cantarella, Stefano Domenicali and Pr. Gérard Saillant for their strong commitment and their unique contribution to their respective Commission.
